Remarks and Official Statements 2009

Ambassador McEldowney’s Statement in Observance of International Roma Day

April 8, 2009

In marking International Roma Day, we celebrate the rich heritage of  Romani culture and traditions, and acknowledge the many ways in which they have contributed to our history and our societies. In doing so, we also reaffirm our commitment to advance tolerance and to support a common effort to help Roma realize their right to equal opportunity in all areas of life.

In Bulgaria, the United States has worked together with local partners to improve the lives of Roma and to promote ethnic tolerance.  We have funded projects to help vulnerable groups, including Roma, gain valuable job skills, start new businesses, train teachers, and promote ethnic desegregation.  Through the USAID/Bulgaria assistance program, we provided robust support for NGOs promoting the rights of Roma.  This support continues through the Bulgaria Fund, which funds projects supporting Roma vocational training, and the mentoring of Roma officials.  U.S. Peace Corps volunteers continue to live and work in local communities where they teach and mentor Roma youth, and help Roma-focused NGOs, making a real difference in the communities they serve.

Many challenges remain.  Roma in Bulgaria still face discrimination in education, housing, and employment.  Addressing these challenges is central to economic development and is an integral part of a cohesive and inclusive society.  The Bulgarian government has taken important steps to update its Framework for the Integration of Roma.  We look forward to working with the government as it continues and enhances its work in this area.  Only with the concerted efforts of government, civil society, and private business is it possible to create a society that truly offers equal opportunity to all.
