First-Time Passport Applicants

First-time passport applicants must submit:

  • Proof of citizenship (U.S. birth certificate, naturalization certificate, certificate of citizenship or consular report of birth abroad);
  • Proof of identity (a U.S. government-issued or a foreign photo ID);
  • Two recent identical photographs (not older than six months);
  • Fees: 100 U.S. dollars for applicants above 16 years of age; 85 U.S. dollars for applicants under 16 years of age (payable in dollars or Bulgarian leva, cash only).

An American citizen child recently born in Bulgaria must first apply for a Consular Report of Birth Abroad, and then for a passport.
