First-Time Applicants
First-time passport applicants must submit:

Proof of citizenship (U.S. birth certificate, naturalization certificate, certificate of citizenship or consular report of birth abroad)

Proof of identity (a U.S. government-issued or a foreign photo ID)

Two recent identical photographs (not older than six months)
Fees (payable in dollars or Bulgarian leva, cash only):

$100 U.S. dollars for applicants above 16 years of age

$85 U.S. dollars for applicants under 16 years of age
* An American citizen child recently born in Bulgaria must first apply for a Consular Report of Birth Abroad, and then for a passport.
