"The Time for Central Europe Has Come"
This was the message from Vice President Joseph Biden at a speech in Bucharest, Thursday, October 22. Speaking to an overflow audience of students at the University of Bucharest Central Library, but directed to the whole of Central Europe, the Vice President called on the youth of Central and Eastern Europe.
